Action de Coordination du Réseau Européen d’Intelligence Territoriale (caENTI)

La caENTI est une action de recherche européenne qui vise à intégrer les recherches sur les outils d’intelligence territoriale conduites par quinze participants appartenant à huit pays. Elle a débuté le premier mars 2006 pour une durée de trois ans.La caENTI est un projet de recherche du sixième Programme-Cadre de Recherche et de Développement Technologique de l’Union Européenne. Elle a été proposée dans la septième priorité thématique “Citoyens et gouvernance dans une société de la connaissance".L'organisation d'une conférence internationale annuelle d'Intelligence Territoriale, et le portail de l'intelligence territoriale, sont les deux activités de dissémination des résultats de ces recherches. La caENTI réalise trois activités de recherche qui contribuent à l’intégration des recherches sur les outils d’intelligence territoriale afin de leur donner une dimension européenne. |
- L' activité Outils concerne la conception et la réalisation d'outils professionnels pour aider les acteurs à élaborer des projets de développement durable, puis pour les gérer et les évaluer.
- En amont, l' activité Méthodes identifie les protocoles de recherche scientifiques et les instruments génériques utilisés pour l'analyse de l'information territoriale et qui fourniront des solutions technologiques pour la conception des outils.
- Parallèlement, l'activité Gouvernance recense les usages et les principes qui assureront le respect de l'éthique du développement durable par ces outils, en particulier leur capacité d'améliorer la participation, l'approche globale et le partenariat.

- It puts in relation multidisciplinary knowledge on territories and their dynamics
- It strengthens territorial communities abilities to take part in their development in a fair and sustainable way
- It improves territorial information sharing and spreads its analysis methods and tools thanks to Information and Communication Technologies
- It promotes governance, decision making processes and practices valuing participation and partnership and research-action that contribute to fair and sustainable development of the territorial community

As a general objective, it aims to integrate present research projects on territorial intelligence tools, so as to give them a European dimension.
To do so, it works out three activities of comparative research coordination:
- Tools for and by actors
- Fundamental methods
- Governance principles
It includes two dissemination activities: the Internet portal http://www.territorial-intelligence.eu and annual international conference.

This communication presents the results and scientific prospects of the caENTI (coordination action of the European Network of Territorial Intelligence) which general objective aimed at integrating present research projects on territorial intelligence tools, so as to give them a European dimension.
Territorial intelligence is the science working on the theme « Sustainable development of territories » and having for subject the governance of territorial communities in our Knowledge Society. Territorial intelligence develops multidisciplinary knowledge that helps on the one hand understanding territorial dynamics and systems, and aspires on the other hand to be an instrument for territories sustainable development actors.
