Within the framework of the CAENTI European project (coordination action of European Network of Territorial Intelligence) of the FP6 (Sixth European framework program), research on the territorial indicators, their treatment and their mode of representation, was undertaken. The objective is to represent, for actors implied in several sectors (in particular social), data which they use for the method CATALYSE.
After multiple research on the indicators, their accessibility and their definition in the European Union of twenty-seven (CHEN and Al, 2006; CAENTI 2008), it was necessary to treat the problem of the installation of the territorial portal of information for the actors, available on Internet. Concretely, it is a question of allowing the visualization of data characterizing the socio-economic environment of the populations to increase the comprehension of the territories, their dynamic and their problems, and of allowing a prospective view of the data collected by the actors near the populations at a more appropriate scale.
The cartographic representation was privileged to allow a better legibility of information, the comprehension of the space disparities and the possibility of comparison with other areas. All in all, although the reading of maps is not acquired for all, it is a powerful communications tools.
It was decided that this tool would be available for free on Internet, which generates complex technical and legal constraints, in terms of treatments, of representation and spread of information. Nevertheless, thanks to this free use, this tool will be used by the local actors, often confronted with budgetary and human important restrictions.
Our work was thus focused on the following tasks, in order to emit a list of specification for the creation of a European gate of territorial information, and to improve the current data (offers, distribution):
- obtaining the contextual and geographical data (administrative cuttings and statistics);
- the study and the implementation of the representation modes of cartographic on-line information;
- the study and the implementation of the techniques of information and meta-information storage;
This delivrable will initially treat of territorial information and geographical files (shapefiles) collection making it possible together to create cartography of socio-economic and environmental contextual information. This part will take into account the constraints related to the mode of representation selected and will determine the essence of the characterization of this one. The second part will give the broad outlines of the cartographic representations selected for the prototype of the cartographic tool. The third part will treat management of the data and metadata within the system. The fourth part concerns the presentation of portal. Then we will conclude.

This report presents a first series of elements to establish guidance notes useful to design, to implement and to explain the information and the tools of a “CATALYSE” Toolkit.These guidance notes are:
- The contents specifications about the information that are collected and analyzed with the tools;
- The conceptual and methodological specifications useful for the researchers and the engineer who design the tools;
- The technical and data processing specifications for the engineers and techies who implement the tools;
- The guidelines for the end users. The guidelines concern the understanding of the contents and the use of the tools.

The Territorial Information System is the third tool of the Catalyse Toolkit, it is integrated in the workpackage 6 “Tools for actors” of the caENTI. Its design follows the methodology that was implemented in this activity.
The TIS guidance notes that we present here is the result of the cooperative research work of the universities and territorial actors that are gathered within the caENTI project, which is funded by the 6th framework-programme of research of the European Union. This project objective is to offer to territorial actors tools that are useful to understand the complexity and diversity of the individual situations so as to draft, manage and valuate multi-sector projects that respect the sustainable development.

The European guide of the services repertory is the second tool of the CATALYSE Toolkit, which is integrated in the work package 6 “Tools for actors” of caENTI. Its design follows the methodology which was implemented in this activity.
The European diagnosis and evaluation guide that is presented here results from the cooperative research work of the universities and territorial actors gathered within the caENTI project, funded by the 6th research framework-programme of the European Union. The objective of this project is to offer to the territorial actors useful tools to understand the complexity and the diversity of the individual situations in order to work out, to manage and to valuate multi-sectors projects that respect sustainable development.

Le principal objectif du WP5 de la caENTI consiste dans la délibération sur les principes éthiques et méthodologiques qui doivent être respectés par les processus de recherche-action, afin que ces processus et résultats favorisent, autant que cela est possible, les objectifs du développement durable, en promouvant la gouvernance territoriale.
Les conclusions de l’analyse des expériences des participants dans les projets de recherche-action territoriale qui ont été tirées durant l’étape précédente et compilées dans le deliverable 40 de la caENTI (Analysis of the Application of the Governance Principles of Sustainable Development to Territorial Action-Research) ont été prises comme point de départ de cette réflexion.
La proposition de Lettre de Qualité a été complétée avec un outil web pour évaluer la lettre de qualité d’un projet particulier. L’objectif de cet outil est d’être rempli par le participant du groupe de recherche-action dans un processus d’auto-évaluation. Il est disponible sur le portail de l’intelligence territoriale.
